How Would Nigeria Customs (NCS) Know If One Is Free From Financial Embarrassment

The NCS has released requirements for people who want to join their service. Among the requirements is a funny one that says: applicants must "Be free from any form of financial embarrassment", my question is how would the NCS know if an Applicant is free from any form financial embarrassment?

When you say "any form of financial embarrassment" does it mean, people who are owing house rents, friends, neighbors etc should not apply? Remember that you're expecting jobless people to apply and if one is jobless, the person is bound to owe.

This requirement appears funny to me or what do think? see the requirements here in their Nigeria Customs Recruitment 2019
